Travel Safety Round-Up: 16/10/2017

Welcome to today’s summary of travel safety updates which were issued by the UK Foreign and Commonwealth Office (FCO) over the past week. 

Another hurricane is set to hit a lot closer to home this week, so please take care! 

Remember that cover for natural catastrophes and terrorism may be excluded or limited in many travel insurance policies, so read your policy wording carefully.

Hurricane Ophelia is forecast to bring hazardous sea and weather conditions to Ireland from around Monday 16 October 2017; you should monitor the progress of approaching storms and follow the advice of the local authorities, including any evacuation orders.

Reports of further armed clashes with police in and around the town of Mocímboa da Praia (between Palma and Pemba) in Cabo Delgado province.

Summary and Safety & security section (Oromia region) – on 11 October 2017, there were protests in the Oromia regional state towns of Ambo, Dodola, Wolisso and Shashemene; there are local reports of casualties including some deaths in Shashemene; you should monitor local media, avoid large crowds, remain vigilant at all times and follow the advice of the local authorities.

 USA

Large wildfires have broken out in the counties of Napa, Sonoma, Yuba, Butte, Nevada, Mendocino and Lake in the State of California. Evacuation orders are in place in several areas and emergency shelters have been opened; some infrastructure has been damaged, including phone communications and internet access. Wildfires can spread swiftly so you should remain cautious, follow the instructions of the local authorities, including any evacuation orders.

 Ukraine

Summary (Other parts of Ukraine, including Kyiv) – some political parties and groups have planned rallies in central Kyiv on 14 October 2017 (coinciding with the National Defender’s Day holiday) and in the days after. Policing of these events may include road closures; you should take extra care in public and avoid all demonstrations.

 Seychelles

There is currently an outbreak of pneumonic and bubonic plague in Madagascar. Direct flights from Madagascar to Seychelles are suspended until further notice and there is a six day quarantine on all individuals arriving from Madagascar; you should contact your flight operator or travel agent if you intend to travel this route;

Safety & security section (Crime) – crime levels are rising and there has been an increase in break-ins, robberies, burglaries and opportunist thefts against residents, expatriates and tourists; you should take sensible precautions to safeguard yourself and your possessions.

 China

Tropical Storm Khanun is forecast to bring hazardous sea and weather conditions to Hainan Island and southern coastal regions from around 15 October, 2017; you should follow the advice of the local authorities, including any evacuation orders.

 Portugal

Hurricane Ophelia is forecast to bring hazardous sea and weather conditions to the Azores islands from around Saturday 14 October 2017; if you’re in the area you should follow the advice of the regional government, (in Portuguese) including any evacuation orders.

Safety and security section and summary – The Foreign and Commonwealth Office (FCO) no longer advise against all but essential travel to the Karamoja region of north-eastern Uganda; if you’re travelling in this part of Uganda, you should be aware that inter-communal violence and occasional attacks on security forces do happen; foreigners are not usually the target of violence but you should remain vigilant and exercise caution.

 Kyrgyzstan

On 15 October 2017, the presidential election will take place in Kyrgyzstan. Immediately before and after the election it’s possible that there could mass gatherings in public spaces and around polling stations; you should avoid rallies and demonstrations.

On 10 October 2017, the opposition party announced its withdrawal from the upcoming presidential election; the electoral commission has said it is seeking legal advice and will communicate a way forward;

Safety & security section (Crime) – gun attacks in Kwale County on the south coast resulted in fatalities in September and October 2017.

 Nicaragua

Tropical Storm Nate passed over Nicaragua on 5 October 2017. Airports remain open but travel within the country may still be disrupted. You should follow the advice of local authorities and check with your airline or tour operator before travelling.

The state of emergency declared following Tropical Storm Nate, which passed over north-eastern Costa Rica on 5 October 2017, has been lifted in some areas. It remains in force in some of the worst affected areas of the Provinces of Guanacaste, Puntarenas, Cartago and San Jose.

Seychelles

Some UK networks don’t allow roaming in Seychelles. You can buy local SIM cards in Victoria; you should check with your UK service provider to make sure that you can use a different SIM card in your phone before you travel.

Vanuatu

Following a period of volcanic activity in Vanuatu, Mount Manaro on Ambae Island has erupted and the ni-Vanuatu alert level is currently at Level 3 (minor eruption). A compulsory evacuation of the island has now been completed.

Federal parliament and provincial assembly elections have been called in two phases on 26 November and 7 December 2017, rallies and protests may take place in the lead up to, during and after elections; you should take care in public places where people gather and exercise a heightened level of vigilance; removal of monsoon flooding and local election guidance.

 Saudi Arabia

Terrorism section – on 7 October 2017, two Saudi guards were shot dead and three others injured when a man drove up to the gate of the royal palace in Jeddah and began shooting; on 5 October, two suspected terrorists were killed during a security operation which took place across three sites in Riyadh
